National Action Plan V: A Bold Leap Toward Transparency and Citizen-Driven Change

Kenya has embarked on a transformative journey by launching the 5th National Action Plan (NAP V) under the Open Government Partnership (OGP). This is not just another policy initiative—it is a bold leap into a future where governance is transparent, inclusive, and powered by the people’s voices. The sheer ambition of this plan makes it clear that we are not merely aiming to improve governance but to redefine it.

This achievement has been fuelled by the visionary leadership of Dr. Korir Sing’Oei, Amb. Philip Thigo, and Ms. Caroline Gaita, the Executive Director of Mzalendo Trust, who have worked tirelessly in the background to bring NAP V to life. Their dedication, alongside the invaluable contributions of many others, including our friends, Aidan Eyakuze, Executive Director of Twaweza East Africa and Muchiri Nyaggah, the Founder of LDRI, exemplifies the power of collaboration. These leaders have paved the way for a new era of governance, one that is open, accountable, and rooted in the needs and aspirations of every Kenyan.

A Vision for the Future: Public Participation and Fiscal Transparency

At the heart of NAP V is a commitment to genuine public participation. For too long, citizen engagement in governance has been treated as a mere formality. But this plan is different—it is designed to ensure that every Kenyan has a voice, and that voice is heard loud and clear. The proposed Public Participation Law is a game-changer, establishing mechanisms that will make citizen input not only possible but integral to decision-making. From policy formation to budgeting, Kenyans will finally have the power to influence the direction of their country.

Equally exciting is the focus on fiscal transparency. For the first time, government loans and budgets will be subject to open public hearings, ensuring that the process is transparent and above board. No more backroom deals—every Kenyan will know how their money is being spent. This level of transparency is a huge step forward, one that will revolutionise how public funds are managed.

Commitment Seven stands out as a beacon of Kenya’s future in an increasingly digital world. By embracing technology, the government is not just making services more accessible but also creating a transparent and efficient system that leaves no room for corruption.

But the real magic of this commitment lies in the plan’s focus on inclusivity. Kenya’s digital transformation will ensure that no one is left behind, especially those in marginalised communities. The establishment of the Multistakeholder Emerging Technologies Institute is a groundbreaking initiative that will guide the responsible use of technologies like Artificial Intelligence while safeguarding citizens’ rights.

Leading the Charge on Climate Action

Perhaps one of the most inspiring commitments in NAP V is its focus on climate action. With Kenya taking a leadership role on the global stage, Commitment One ensures that the fight against climate change is central to our national agenda. The inclusion of transparency and accountability in climate-related activities is a powerful statement—one that recognises the urgency of addressing this existential threat. By engaging communities and promoting citizen participation, we are not just mitigating climate change; we are empowering citizens to be part of the solution.

With President Ruto’s invitation to the Trust Summit in early 2025, Kenya has a unique opportunity to lead a global conversation on bridging the trust gap between governments and citizens. This summit will be a pivotal moment for our nation and the world. It will showcase Kenya’s commitment to open, transparent governance while building the trust that is so essential for real progress.

Bringing Counties into the Fold: The Power of Local Governance

One of the most remarkable aspects of NAP V is its potential to transform governance at the county level. While counties like Nandi have shown the way by developing action plans and winning recognition for transparency, there is much more to be done. The localisation of OGP principles is not just a necessity—it is an incredible opportunity to bring open governance to every Kenyan, no matter where they live.

Counties are where the rubber meets the road, and their involvement is critical to ensuring that the benefits of NAP V are felt in every corner of the country. By empowering local governments to adopt the principles of open governance, we are building a future where transparency and accountability are not confined to the national level but are woven into the very fabric of Kenyan society.

A New Standard for Inclusivity and Justice

What makes NAP V truly groundbreaking is its commitment to inclusivity. Whether it’s ensuring that women and marginalised groups are fully represented or promoting youth participation in governance, this action plan is designed to be as inclusive as possible. Gender-disaggregated data and youth procurement opportunities are just some of the measures that will help ensure that no one is left behind.

The focus on access to justice is another key pillar. Through the development of community-based legal aid and digitised platforms for legal support, Kenya is set to empower its most vulnerable citizens, ensuring that everyone has the opportunity to access justice.
